The Family of Cold Weather All-Terrain Vehicle (CATV) program is designed to enhance the Army's capabilities in Arctic and extreme cold weather environments. The main goal is to procure tracked vehicles capable of transporting a 10-Soldier element, conducting emergency medical evacuations, and supporting command and control operations across challenging terrains, including frozen ice. These vehicles are crucial for year-round training and executing Homeland Defense, Homeland Security, and Defense Support of Civil Authorities missions.

The CATV program includes two main carrier variants: a General-purpose carrier variant and a Cargo variant. The General-purpose variant is intended to transport nine Soldiers plus a driver with equipment for three days of combat operations. It can be reconfigured into a Casualty Evacuation (CASEVAC) variant or a Command and Control (C2) variant. The CASEVAC configuration supports medical equipment and patient transport, while the C2 configuration accommodates joint communications platforms for six Soldiers plus a driver.

The Cargo variant is designed to carry outsized equipment and cargo, featuring a design that allows loading from either side using a forklift. This variant includes an enclosure for two Soldiers, serving as the driver and vehicle commander. The Army Acquisition Objective for this program is set at 163 units, with procurement efforts spanning multiple fiscal years to efficiently meet operational demands.

In fiscal year 2025, the program plans to acquire 40 CATVs with resources supporting procurement and contractor logistic support. This initiative aligns with Section 1815 of the FY 2008 National Defense Authorization Act, emphasizing the necessity of these vehicles for active and reserve components in fulfilling homeland defense missions and providing military support during domestic emergencies.
