Family of Cold Weather All-Terrain Vehicle (C

The Family of Cold Weather All-Terrain Vehicle (CATV) under the Army's Other Procurement budget activity, aims to procure and field tracked vehicles that provide transportation for up to a 10-Soldier element, emergency medical evacuation, command and control capability, and general cargo transportation in an Arctic environment. The program supports year-round training and conducts Homeland Defense (HD), Homeland Security (HS), and Defense Support of Civil Authorities (DSCA) missions. It includes the procurement of 11 CATVs in FY 2024 to meet these objectives.

The CATV will employ two carrier variants: a general-purpose carrier variant capable of transporting not less than nine Soldiers plus the driver within a cab/enclosure with equipment and supplies to sustain three days of combat operations. The general-purpose variant is reconfigurable to a Casualty Evacuation (CASEVAC) variant capable of transporting medical equipment, caregivers, and litter patients. Additionally, it can be reconfigured to a Command and Control (C2) variant providing space, weight, and power for hosting standard Joint Communications and Common Operating Picture (COP) platforms. The Cargo variant is capable of carrying outsized equipment and cargo. The program's goal is to provide versatile transportation capabilities in extreme cold weather conditions to support military operations.

The procurement dollars allocated for FY 2024 support the acquisition of 11 CATVs along with Contractor Logistic Support (CLS) and Provisioning. This procurement aligns with the requirements outlined in Section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110-181), which mandates the provision of necessary items for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and military support to civil authorities.
