Description
The American Forces Radio and Television Service (AFRTS) is dedicated to providing essential communication and entertainment services to deployed Navy personnel. This initiative aims to enhance the quality of life for Sailors and Marines by delivering command information, real-time news, and entertainment programming. It supports the Chief of Naval Operations' Shipboard Habitability Program, significantly contributing to the habitability of Navy ships. By utilizing Commercial-Off-the-Shelf (COTS) equipment, AFRTS ensures that deployed personnel have access to modern technology that boosts morale, combat effectiveness, and retention rates.
A key objective of AFRTS is deploying advanced shipboard systems like the Shipboard Information, Training and Entertainment (SITE) Closed Circuit Television (CCTV) systems. These systems are being upgraded to digital formats such as Digital/300, Digital/400, and Digital/501, replacing older playback systems with digitally-based solutions. The procurement process for these components takes between three to twelve months and is coordinated by Fleet Support Detachments (FSDs), ensuring timely upgrades based on ship availability and system condition.
The program also includes installing the Shipboard Broadcast System (SBS), transitioning from traditional SITE systems to an Internet Protocol (IP) video system. This system integrates various video content sources such as Navy Motion Picture Services programming and shipboard surveillance cameras. The SBS aims to improve signal distribution in both Standard and High Definition formats across Navy ships. The installation process is managed by Defense Media Activity Agency's Fleet Support Detachments in coordination with Type Commanders.
AFRTS involves production engineering support for reviewing technical documentation related to system production contracts. This includes developing signal flow diagrams, preventive maintenance services, and integrated logistic support documentation. The program's focus on continuous improvement in sustainment cost, system availability, and Sailor quality of life underscores its commitment to maintaining operational readiness and enhancing the overall experience for deployed Navy personnel.
