Description
The Joint Communications Support Element (JCSE) is a Department of Defense organization under the Joint Enabling Capabilities Command (JECC) and the US Transportation Command. The program's primary objective is to provide contingency and crisis communications to meet the operational support needs of the Joint Chiefs of Staff, Combatant Commands, DOD agencies, and non-DOD agencies. This includes rapidly deployable, enroute, early entry, and scalable coalition command, control, computers, intelligence, surveillance, and reconnaissance (C4ISR) capability to Combatant Commands and other agencies as directed. The program also aims to facilitate rapid establishment of Joint Forces Head Quarters (JFHQs) and bridges joint communication requirements.
The specific goals of Program 3302 include procuring communications equipment in support of the Joint Tactical Force (JTF) and Joint Special Operations Task Force Headquarters. This involves funding for maximum capabilities for narrowband, wideband, and protected satellite communications (SATCOM) terminals and systems, tactical radios, terrestrial communications systems, satellite hubs, networking elements, virtual appliances, Video Teleconferencing (VTC) capabilities, alternative power solutions, Airborne/En route, Forced entry, Cyber Security, Denied Degraded C2 Environments (D2C2E), and mobile joint C2 requirements. Additionally, the program aims to leverage advancements in technology to modernize equipment sets with enhanced capabilities to support Delayed/Disconnected Intermittent Low Bandwidth (DDIL) and zero trust capabilities with enhanced cyber security. The program is also influenced by Major Defense Acquisition Program (MDAP) schedules to ensure that Service investments meet Joint Service Requirements.
