Transcription And Decision Typing Services

Background
The West Virginia Office of the Insurance Commissioner is seeking bids to establish a contract for transcription and decision typing services. The goal of this contract is to provide accurate and timely transcription of digitally recorded hearings and decisions/orders dictated by nine administrative law judges, thereby supporting the agency's mission in managing workers' compensation claims effectively.

Work Details
The contract services include:

1. Transcription of Digitally-Recorded Hearings:
- Transcriptions must be returned electronically within ten (10) working days for standard hearings and within seven (7) working days for expedited hearings.
- Transcriptions must adhere to specific formatting requirements including margins, font size, single spacing, and certification on the last page.
- A quality review will be conducted by the Board of Review, requiring a minimum accuracy rate of 95%.
- The vendor must provide a secure FTP or SSL website for uploading recordings and transferring transcribed documents in Word 2016 format.

2. Typing of Decisions/Orders:
- Typed decisions must be returned electronically within forty-eight hours of dictation.
- Formatting requirements are similar to those for hearings, with specific line spacing and margin guidelines.
- The vendor must also maintain electronic archives of all transcripts and decisions/orders for at least one year.
