Portage County Zoning Ordinances Rewrite

Background
The County of Portage, Wisconsin, through its Purchasing Department, is seeking proposals to establish a contract for its Planning & Zoning Department to rewrite the zoning codes. The goal is to utilize modern language and best practices to further the intent and purpose of the Ordinance.

The County intends to use the results of this Request for Proposal (RFP) to award a contract for this project and potentially for other departments needing similar services over the duration of the contract.

Work Details
The selected Consultant will prepare a draft zoning and subdivision ordinance based on project goals, Advisory Committee input, and public involvement. Key tasks include:

1) Ensuring compliance with applicable laws and best practices;
2) Analyzing existing zoning ordinances;
3) Drafting amendments integrating land use ordinances;
4) Revising sections of the Portage County Zoning Ordinance and related documents;
5) Conducting public engagement processes;
6) Producing meeting materials and visual presentations;
7) Delivering final work products in both print and electronic formats compatible with County standards.

The ordinance must be user-friendly, enforceable, legally defensible, and incorporate community feedback.

Period of Performance
The estimated length for completion of the project is between 18 to 30 months from the contract start date, which is anticipated in early 2025.

The work will be performed in Portage County, Wisconsin.
