Proposal documents are linked below. Proposals will be accepted until 4:30 p.m., CST, Friday, February 28, 2025, via email to rfp@madsewer.org. The email should clearly state in the subject line: Organizational Design Consulting Services. Any questions should be directed to William Walker at rfp@madsewer.org.
Proposers may have questions that cannot be answered with the information contained within this RFP. Questions are due to rfp@madsewer.org by Thursday, February 20, 2024. If answers to any submitted questions would materially affect the requirements for proposals, those questions and answers would be posted on the District's website by Tuesday, February 25, 2024.
Only formal written addenda can materially alter the proposal documents. No verbal statement made by a district employee or anyone else is binding nor shall such a statement be considered an official part of this public proposal. All proposal responses and their contents will be public record.
Unless otherwise specified in the proposal documents, the proponent should check our internet site for any addendum 72 hours before the scheduled proposal deadline.
The district is federal and state tax exempt. The district reserves the right to reject any or all proposals or to waive any technicality and accept any proposal which may, in its opinion, be advantageous to the district.

Background
The Madison Metropolitan Sewerage District, established in 1930, serves as a wastewater collection and treatment utility for approximately 429,000 people across 24 communities in the Madison area.
The District's mission is to protect public health and the environment through reliable and sustainable service.
Governed by a nine-member Commission, the organization operates extensive infrastructure including 145 miles of pipe and 18 pumping stations.
The District is seeking consulting services to develop comprehensive organizational design alternatives that align with its responsibilities under Wisconsin law and reflect the strategic planning of its leadership.
Work Details
The selected consultant will provide the following services:
1. Assess current organizational capabilities, structure, decision-making processes, metrics/rewards, and people practices to support recommendations on organizational design.
2. Summarize the District’s obligations as a Wisconsin wastewater utility related to organizational design.
3. Gather information from District leadership, staff, and stakeholders for informed recommendations.
4. Maintain clear communication with the project manager throughout the process.
5. Develop at least three distinct organizational design alternatives that include:
- Alignment with utility obligations and Commission policy.
- Detailed organizational structure blueprints.
- Proposed reporting relationships and configurations.
- Critical points of collaboration across functions.
- Decision-making frameworks.
6. Provide detailed analysis of potential implementation approaches including cost implications.
7. Address equity and inclusion factors in organizational design.
8. Recommend success metrics for evaluating implemented interventions over time.
9. Deliver all recommendations by June 30, 2025.
Period of Performance
The contract work is expected to commence by April 1, 2025, with all tasks completed by June 30, 2025.
Place of Performance
The services will be performed at the Madison Metropolitan Sewerage District located at 1610 Moorland Rd, Madison, WI.
