Description

The purpose of this Request for Proposals (RFP) is to identify a contractor to conduct pre-timber sales layout activities for Washington Department of Fish and Wildlife's (WDFW) Colockum Wildlife Area.
Background
The Washington Department of Fish and Wildlife (WDFW) is seeking a contractor to conduct pre-timber sales layout activities for the Colockum Wildlife Area as part of the Mission Ridge Thinning Project. The goal of this contract is to facilitate forest restoration and management within the designated area, which includes approximately 75 acres divided into 12 units.

Work Details
The contractor will perform the following tasks:

1. Stream and Wetland Marking/Typing: Verify stream types and wetland types using protocols from the Forest Practices Board Manual, marking boundaries with blue ribbon and mapping locations with GPS.

2. Unit Boundary Layout and Mapping: Mark unit boundaries with pink ribbon, ensuring Riparian Management Zone (RMZ) and Wetland Management Zone (WMZ) buffers are applied, and provide shape files via email to WDFW.

3. Timber Marking: Mark leave trees using orange tree marking paint based on thinning prescription criteria provided by WDFW, covering the entire project area.

4. Timber Cruising: Cruise each unit using variable plot sampling techniques for trees ≥6” dbh and fixed radius plot techniques for trees <6” dbh, collecting detailed data on species, DBH, tree status, and volume estimates.

5. Road Assessment and Mapping: Flag existing spur roads requiring reconstruction and new construction roads with orange ribbon, creating shape files for each road assessed.

Period of Performance
The contract is expected to be performed from October 8, 2024, through November 15, 2024. A bonus of 10% will be awarded if the project is completed by October 31, 2024.

Place of Performance
The work will be conducted at the Colockum Wildlife Area located in part of Section 25 in Township 21 North, Range 21 EWM.
