RFP Computer Aided Dispatch (CAD) and Records Management System (RMS)

Background
The University of Washington Police Department is seeking proposals for a comprehensive, fully integrated public safety information management solution. The goal is to enhance daily operations for the safety and security of the University community by replacing the legacy Computer Aided Dispatch (CAD) and Records Management System (RMS) with a modern solution that meets or exceeds their operational needs.

Work Details
The vendor will provide a cloud-based or on-premises CAD and RMS solution that includes:
- Emergency and non-emergency call handling and event management.
- Caller location resolution, automatic resource location (ARL), automatic vehicle tracking (AVL), and GIS functionality.
- Dispatching and tracking police resources to calls for service.
- Efficient unit recommendation for quickest response.
- Field reporting, document management, site information management, premise history.
- Workflow/collaboration capabilities.
- Historical data query and statistical reporting based on configurable timelines.
- Crime analysis tools to identify trends and patterns for proactive policing.
- Integration with existing systems used by UWPD such as IAPro/BlueTeam, Axon/Evidence.com, SECTOR, TraCS, etc.
- Compliance with NIBRS reporting requirements and Nextgen 911 functionality.
- Ongoing training, maintenance, warranty services, and support must be included in the proposal.

Period of Performance
The contract period will begin upon award and may extend on a month-by-month basis beyond the expiration of the contract at the then current rate to facilitate establishment of a new contract.

Place of Performance
The services will be performed in Washington State.
