The trail design is specifically for the Upper 290 Mountain Bike Trail at Mount Spokane State Park.
Background
The Washington State Parks (State Parks) is seeking a consulting firm with expertise in mountain biking trail design to create 100% bid-ready construction documents for the Upper 290 Mountain Bike Trail at Mount Spokane State Park. This project aims to address issues identified in a recent assessment report, which highlighted inadequate turning radii, unsafe trail intersections, and erosion problems caused by volcanic ash.

Mount Spokane State Park, the largest state park in Washington, encompasses 12,444 acres and features a significant trail system of 97.3 miles.

Work Details
The consultant will provide comprehensive services including:

1. **Design Development**: Create drawings and documents based on the assessment report, considering material availability, construction sequencing, user safety, and maintenance requirements. Deliverables include a cost estimate and electronic copies of all construction documents.

2. **Construction Documents**: Prepare detailed drawings and specifications for construction approval by State Parks. Deliverables include digital copies of drawings at various stages (30%, 60%, and 100%), outline specifications, and construction cost estimates.

3. **Bidding Phase**: Assist in obtaining bids by preparing bidding materials, addenda, and evaluating bids.

4. **Construction Contract Administration**: Oversee the administration of the construction contract including project administration functions, document checking, field observation, scheduling, cost accounting, and project closeout services.

Period of Performance
The project is expected to commence with a kick-off meeting to be determined (TBD), with key milestones including:
- 30% Design Development due by March 20, 2025
- 100% Design Development due by May 1, 2025
- Construction Documents (60%) due by June 26, 2025
- Construction Documents (100%) due by July 17, 2025
- Bidding period from July 31 to August 29, 2025
- Contract execution between September 1 and September 15, 2025
- Notice to Proceed on September 19, 2025.
