Background
The Washington State Fruit Commission (WSFC) is a governmental agency in Washington State focused on promoting the state's fruit industry. The agency has determined that entering into this contract with NielsenIQ will meet its identified needs for market research and data analytics, specifically related to grocery retailer insights and consumer behavior regarding cherries. This contract is classified as a sole source contract under Chapter 39.26 RCW, requiring approval from the Department of Enterprise Services (DES).

Work Details
The contractor, NielsenIQ, is authorized to provide market research and data analytics services as outlined in the attached exhibits. The scope includes:

1) Comprehensive grocery retailer market research;
2) Consumer insights specific to cherries;
3) In-depth data analytics pertaining to cherry sales and consumer preferences.

The total compensation for these services shall not exceed $78,183 plus applicable taxes. The WSFC reserves the right to modify the scope of services within the competitive solicitation framework.

Period of Performance
The contract term is for two years, commencing on September 26, 2024, and ending on September 25, 2026. The WSFC may opt to extend the contract for up to three additional one-year increments if necessary.

Place of Performance
The services will be performed primarily at NielsenIQ's facilities; however, any on-site requirements will be conducted at WSFC premises located in Yakima, Washington.
