Consultant for Video Production

Background
Eastern Washington University (EWU) is a regional, comprehensive public university located in Cheney and Spokane, Washington. The university is seeking proposals for consulting services related to its video production operations. As a member of the Big Sky Conference, EWU must adhere to ESPN's streaming requirements on ESPN+. The goal of this contract is to evaluate and assist with the university's video production RFP and improve its operations.

Work Details
The consultant will be responsible for:
1. Reviewing, analyzing, and providing feedback on proposals received in response to EWU’s video production RFP.
2. Advising on the strengths and weaknesses of each proposal.
3. Analyzing and evaluating EWU’s use of equipment, staffing, and setup for producing sporting events including football, men's basketball, women's basketball, volleyball, and soccer.
4. Providing recommendations to alleviate costs while maintaining minimum production standards.
5. Evaluating EWU’s visibility of athletic programs and providing recommendations to maximize visibility.
6. Analyzing revenue generation opportunities in the Spokane market and across local television markets, including detailed analytics of viewership.

Period of Performance
The contract period is tentatively scheduled to begin upon execution and continue for one calendar year, with an option for EWU to extend the contract for one additional year.

Place of Performance
The services will be performed in Washington State.

Bidder Requirements
Bidders must be licensed to do business in Washington State or commit to becoming licensed within 30 days if selected. They must not have been found in violation of labor laws as defined by RCW Chapters 49.46, 49.48, or 49.52 within three years prior to the solicitation date. Additionally, bidders cannot require employees to sign mandatory arbitration clauses or class action waivers.
