Background
Eastern Washington University (EWU) is a regional, comprehensive public university located in Cheney and Spokane, Washington. The university aims to provide an inclusive, equitable, and transformative learning experience.

The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified firms to develop a Comprehensive Campus Master Plan (CCMP) for EWU’s Spokane and Cheney campuses. This plan will focus on climate resiliency and decarbonization while fostering a supportive physical environment for the EWU community.

Work Details
The consultant will develop a CCMP that addresses various aspects of campus planning including:
- Cataloging existing space and conditions
- Evaluating circulation patterns
- Assessing land use and building conditions
- Delineating campus districts
- Improving access and circulation
- Analyzing parking capacity
- Identifying building opportunities
- Planning open spaces and recreation areas
- Evaluating utilities and infrastructure needs
- Addressing housing demand and quality
- Ensuring sustainability and decarbonization efforts
- Considering financial implications in physical plant management
- Enhancing physical security
- Prioritizing development projects
- Establishing architectural design guidelines.

The consultant will engage with a steering committee comprising faculty, staff, students, and other stakeholders throughout the process.

Period of Performance
The contract period is expected to begin upon execution of the contract and end with the completion of the CCMP, which must be delivered by June 30, 2025. EWU reserves the right to extend the contract for up to two additional years.

Place of Performance
The work will be performed at Eastern Washington University's campuses located in Cheney and Spokane, Washington.
