25-19 RFQ - Construction Auditing Services Request for Qualifications New Water Supply Pipeline Project
Background
The City of Mercer Island is seeking to select a firm to provide Construction Audit Services for the New Water Supply Pipeline Project. This project involves a Heavy Civil General Contractor/Construction Manager (GC/CM) contract with an estimated total cost of $15 million. The City has contracted engineering services with RH2 for the design of a new 24-inch water supply pipeline, which is required to comply with RCW 39.10.385 that mandates an audit for proper tracking and accounting of costs.

Work Details
The selected firm will provide auditing services that include:

- Conducting a pre-construction audit conference with the GC/CM and City;
- Performing interim audits of contractor's construction costs when construction is approximately 35% complete;
- Being available to answer questions during construction;
- Performing a final audit of contractor's construction costs at the completion of the project prior to final payment.

Specific tasks include reviewing contract documents, subcontracting plans, self-performed work plans, Schedule of Values, Pay Application submittal requirements, and providing preliminary reports based on interim audits. The consultant may also be asked to perform additional related duties as needed.

Period of Performance
The contract will commence upon selection and continue through the duration of the construction project until final payment is made. This is expected to be completed within approximately 30 days after delivery of contractor’s records/final billing.

Place of Performance
The work will be performed in Mercer Island, Washington, specifically along the route of the new water supply pipeline and associated roadway improvements.

Bidder Requirements
Firms must demonstrate specialized experience in auditing construction contracts, particularly Heavy Civil GC/CM contracts. Submissions should include a Letter of Intent summarizing firm background and resources, qualifications of key personnel with resumes, relevant project experience, project approach for cost controls and compliance, references from similar projects within the last five years, and a statement regarding obtaining a City business license if selected.
