Background
The Vermont Department of Labor Workforce Development Division, through the Agency of Digital Services, is seeking to establish contracts with one or more companies to provide a Customer Relationship and Information Management System (CRM) to support workforce development activities.

The goal is to modernize and integrate systems that match, educate, and train individuals for current and future business needs, thereby maintaining a thriving economy in Vermont.

Work Details
The contractor will be responsible for implementing a fully integrated CRM system that includes:
- Data sharing across core Workforce Innovation and Opportunity Act (WIOA) partners.
- State and federally required reporting functionality.
- Program management features for users to respond effectively to employment initiatives.
- An analytical database for data-driven decision-making.
- Migration of existing user accounts and data from the current system into the new CRM, which includes approximately 63 GB of data across 728 tables.

The largest tables include:
- public.active_storage_data (18 GB)
- public.contact_infos (6,061 MB)
- public.jobs (5,454 MB)
- public.locations (2,729 MB)
- public.enrollment_participations (1,399 MB)
- public.service_participations (976 MB).

The average number of daily transactions in the database is 2.9 million.

Period of Performance
The contract will commence on August 1, 2025, with an implementation period followed by up to five years of maintenance and operations.

Place of Performance
The services will be performed primarily at the Vermont Department of Labor facilities located in Montpelier, Vermont.

Bidder Requirements
Bidders must comply with specific requirements including: registration with the Vermont Secretary of State's office; obtaining a Contractor’s Business Account Number from the Vermont Department of Taxes; adherence to federal funding compliance; submission of a Certificate of Compliance for self-reporting past violations if bid amounts exceed $250,000; and completion of Climate Change Considerations Certification for bids over $25,000.
