Wildlife Habitat Services on Fort Wool Island

Background
The Commonwealth of Virginia Department of Wildlife Resources is issuing this solicitation to enhance wildlife habitat on Fort Wool Island, located in Hampton, VA. The goal of the contract is to improve temporary nesting habitats for several bird species of conservation concern in Virginia, including the Common Tern and Royal Tern. This project is necessary due to the disruption caused by construction activities associated with the Hampton Roads Bridge-Tunnel expansion project that rendered the island unsuitable for breeding seabirds.

Work Details
The contractor will perform grading of sand and placement of approximately 190 straw bales on Fort Wool Island to minimize substrate erosion and prevent seabird chicks from wandering onto adjacent riprap. Specific tasks include:

1. Providing and transporting grading equipment (e.g., skid steer) and an experienced operator to till and grade existing nesting substrate for optimal drainage, limited pooling of rainwater, and achieving a sandy beach appearance. This work will be directed by DWR staff on-site and must be completed within one 8-hour day.

2. Providing four staff members to assist with raking, weed pulling, and other tasks as directed by DWR staff.

3. Installing 190 bales of straw using stakes as directed by DWR staff to minimize erosion. All services must be completed by April 1st, 2025.

Period of Performance
The contract period will commence from the date of signature through April 1, 2025.

Place of Performance
The work will be performed on Fort Wool Island located on the James River in Hampton, VA.
