Vehicle Inspection Stickers

Background
The purpose of this Invitation for Bids (IFB) is to solicit sealed bids to establish a contract with one qualified supplier to provide Vehicle Inspection Stickers, commodity code 25570, to the Virginia State Police (VSP) Headquarters, Safety Division located at 3719 Saunders Avenue, Richmond, Virginia 23227 according to the terms, conditions and specifications provided. The resulting contract will be a mandatory-use term contract for use by the Virginia State Police and will be established and managed by the Commonwealth of Virginia, Department of General Services (DGS), Division of Purchases and Supplies (DPS). All Authorized Users shall place orders through eVA for any contract that may result from this solicitation.

Work Details
The Contractor shall furnish and deliver CAR/TRUCK APPROVAL STICKERS with a quantity of 9,750,000 stickers – 975,000 sheets (NO OVERRUNS). The size of each sheet of approval stickers shall measure 10” high X 6” wide with ten stickers per sheet. The stickers must have specific features such as a void feature in the area outside windshield, unique QR code, holographic state seal, and specific ink and stock requirements. Additionally, MONTHLY INSERT TABS FOR CAR/TRUCK APPROVAL STICKERS are required with a quantity of 9,000,000 stickers – five inserts per strip, ten strips per sheet, totaling 180,000 sheets (NO OVERRUNS). The estimated quantity for each month is specified.

Similar detailed requirements are also provided for APPROVAL STICKERS FOR TRAILERS and MOTORCYCLES as well as REJECTION STICKERS.

Period of Performance
The initial period of the contract will be from July 1, 2024 – June 30, 2025 or sixty (60) days after award, with four (4) optional one (1) year renewal periods.

Place of Performance
The delivery locations include VSP Headquarters at 3719 Saunders Avenue, Richmond, VA 23227. Inside delivery is required at the Safety Division.
