V211-25-021 Bookstore Management and Operations

Background
The Virginia Military Institute (VMI), founded in 1839 as the nation's first state military college, is seeking a contractor to provide Bookstore Management and Operations services. The Institute serves approximately 1,550 cadets who live within a military framework and have limited access to local community services. The goal of this contract is to establish a cooperative agreement for managing the bookstore that meets the needs of the VMI community while enhancing revenue streams for the Institute.

Work Details
The contractor will be responsible for providing all labor, equipment, goods, and materials required to operate a general bookstore at VMI. Specific services include:

1) Offering a full range of merchandise and services typical of a quality academic bookstore;
2) Providing exceptional customer service, including timely supply of competitively priced course materials and high-quality products;
3) Maintaining sufficient quantities of textbooks and related supplies;
4) Offering educational materials, speculative merchandise (books, magazines, office supplies), and other items compatible with the educational mission;
5) Implementing charge sales through major credit cards;
6) Managing special orders and providing timely reports on order statuses;
7) Operating under competitive pricing policies for textbooks and merchandise;
8) Developing an online store for convenience;
9) Engaging with the academic community through events and promotions;
10) Providing employment opportunities for cadets.

Period of Performance
The contract period will commence on July 1, 2025, and terminate on June 30, 2030. There is an option for one successive five-year renewal.

Place of Performance
The services will be performed at the Virginia Military Institute located in Lexington, Virginia.
