Trash and Recycling Services DFS Eastern Lab (Norfolk, VA) & DFS Western Lab (Roanoke, VA)

Background
The Department of Forensic Science (DFS) is established under § 9.1-1100 of the Code of Virginia to provide forensic laboratory services upon request of law enforcement agencies and other state entities in criminal matters.

The goal of this contract is to establish a term agreement with qualified vendors for the collection and disposal of trash and recyclables generated by DFS at its Eastern Lab in Norfolk, VA, and Western Lab in Roanoke, VA.

Work Details
The contractor shall provide all labor, supervision, equipment, containers, and materials necessary for the collection and disposal of trash and recyclable material generated by DFS. Specific requirements include:

- **Location 1 (Eastern Lab, Norfolk, VA)**:
- Two eight (8) yard front load dumpsters (one for recycling and one for trash), equipped with side and top doors for loading.
- Containers must be rodent-proof, animal-proof, and windproof.
- Recycling container must be secured with a front mount automatic dumpster lock provided by the contractor; side doors will have shackles provided by DFS.
- Trash pick-up five (5) days per week; recycling once per week.

- **Location 2 (Western Lab, Roanoke, VA)**:
- Two eight (8) yard slant bin dumpsters (one for recycling and one for trash), equipped with top doors for front loading.
- Trash pick-up two (2) days per week; recycling once per week.

The contractor must maintain all containers in good repair and appearance, providing substitutes when necessary. The contractor is responsible for ensuring the area around containers is free from debris after each emptying.

Period of Performance
The initial contract period will be from July 1, 2025, through June 30, 2026, with four successive one-year renewal periods.

Place of Performance
Services will be performed at two locations: DFS Eastern Lab at 830 Southampton Ave, Suite 400, Norfolk, VA 23510; and DFS Western Lab at 6600 Northside High School Rd, Roanoke, VA 24019.

Bidder Requirements
Bidders must comply with insurance requirements including Workers’ Compensation coverage as per Virginia law. They must also register in eVA for electronic procurement processes. Additionally, bidders should not be currently debarred from contracting with the Commonwealth of Virginia.
