SWVRJA - Re-roofing of three regional jail facilities

Background
The Southwest Virginia Regional Jail Authority (SWVRJA) is an independent political subdivision of the Commonwealth of Virginia, created by various jurisdictions including Buchanan, Dickenson, Lee, Russell, Scott, Smyth, Tazewell, Washington and Wise Counties as well as the Cities of Bristol and Norton.

The SWVRJA employs 460 people and is seeking proposals to replace selected roof areas of its regional jail facilities located in Abingdon, VA, Duffield, VA, and Haysi, VA.

Work Details
The contractor(s) will provide all labor, materials, equipment, and tools necessary for the complete tear-off of the existing roofing system at all three facilities. This includes:

1. Removal of all sheet metal flashing and trim in specified areas.
2. Installation of a new 60-mil single-ply loose-laid and vented membrane roofing system over multiple layers of rigid polyisocyanurate board insulation with cover board.
3. The insulation must provide a minimum continuous R-value of 30.
4. Roof slopes to interior drains and scuppers must be achieved using tapered insulation with a minimum slope of 1/4-inch per foot.
5. All rooftop penetrations and curb-mounted HVAC units must be flashed according to manufacturer’s instructions.
6. Roof walkway pads must be provided around rooftop equipment.
7. The new roofing system must come with a 20-year no dollar limit total system warranty that commences upon project completion.

Period of Performance
The contract period will begin upon award and is expected to follow a schedule that allows for normal operations during the project duration. Specific start and end dates will be determined during project planning.

Place of Performance
The work will be performed at three regional jail facilities located in Abingdon, VA; Duffield, VA; and Haysi, VA.
