Strategic Printing Services Open Enrollment (OE-1)

Background
The Commonwealth of Virginia, through Christopher Newport University (CNU), is issuing this Request for Proposals (RFP) to establish term contracts for strategic printing services.
This initiative aims to leverage the collective buying power of the Virginia Higher Education Procurement Consortium (VHEPC), which includes multiple public colleges and universities in Virginia.
The goal is to reduce costs, minimize administrative burdens, and ensure compliance with regulatory policies while providing high-quality printing services.

Work Details
The selected contractors will provide a range of printing services including typesetting, design, layout, binding, finishing, mailing, and delivery of various institutional publications.
Specific requirements include:
- Offset, Digital, Screen, and Large Format printing services (banners, posters, canvas, fabric, vinyl).
- Optional Letter Press printing.
- Additional services such as stripping, filming, binding, envelope conversion; die cutting; laser cutting; embossing; debossing; foil stamping; raised ink or thermography printing; sticker and decal printing; design consultation; color separations; and proofing.
- Capability for variable data printing with matching accuracy.
- Compliance with the University's brand guidelines and production schedules.
- Pickup and delivery of materials including artwork and finished products.

Period of Performance
The contract period will commence from the date of award through January 5, 2026, with options for six successive one-year renewals.

Place of Performance
All work will be performed at Christopher Newport University located at 1 Avenue of the Arts, Newport News, VA 23606-3072.

Bidder Requirements
Bidders must comply with specific qualifications including: providing proof of experience in similar projects; maintaining a drug-free workplace; conducting background checks on employees assigned to work at CNU; and ensuring no use of print brokers for this contract.
Additionally, bidders must register in the eVA procurement system.
