SP-CSE-24-049 - Courier Services (Re-solicitation)

Background
The purpose of this Request for Proposals (RFP) is to solicit sealed proposals to establish a contract through competitive negotiation for the purchase of courier services from one (1) bonded courier service provider to include all labor, equipment, and transportation necessary for the pickup and delivery of payments and related correspondence for the Virginia Department of Social Services (VDSS), on behalf of the Division of Child Support Enforcement (DCSE). The initial period of performance shall be two (2) years with three (3) successive one (1) year renewal options. Services shall commence on the date as mutually agreed upon and reflected in the resulting Contract document.

Work Details
The service shall be provided daily Monday through Friday, excluding state recognized holidays, no later than 7:30 AM. Contractor shall check the Post Office (PO) boxes, daily, as well as the Call Window to retrieve any certified mail.
Contractor shall provide an adequate number of trays and tubes. The mail shall be appropriately separated by trays, tub, rubber band, or similar to ensure separate PO Box mail contents are not mixed. The Contractor shall record the number of trays/tubs delivered daily, the date and time of the delivery, and the courier’s name in the VDSS mail receipt log.
The Contractor shall sign the banking deposit log at time of pickup, indicating the date and time of the pickup and courier’s name.

Period of Performance
The period of performance shall be for two (2) years, with three (3) successive one (1)-year renewal options.
