Description

The Town of Leesburg is soliciting sealed proposals from qualified firms for a wide variety of scheduled preventative and on-call services for the generators and boiler located at the Water Pollution Control Facility, Water Treatment Plant and other remote facilities.
Background
The Town of Leesburg is located 35 miles west of Washington, D.C. and encompasses an area of 12 square miles with an estimated population of 54,215. The Town provides a variety of services to residents and businesses, including police, refuse collection and disposal, water and sewer utilities, storm water management, airport, parks and recreation, and maintenance of streets and roadways.
The Department of Utilities is responsible for providing quality water and sanitary sewer services to utility customers in a manner that balances social, environmental, and economic factors.

Work Details
The solicitation is for a wide variety of scheduled preventative and on-call services for the generators and boiler located at the Water Pollution Control Facility (WPCF), Water Treatment Plant (WTP) and other remote facilities. The majority of the services are anticipated to be typical generator maintenance such as yearly preventative maintenance, annual load testing, fuel cleaning, emergency generator troubleshooting as necessary.
The contract awarded under this solicitation will be administered by the Town’s Department of Utilities. However, other Town departments may also assign tasks under the contracts.

Period of Performance
The term of this Contract shall commence on a date that is mutually agreed upon both parties and shall continue in force for one (1) year. Upon mutual agreement of both parties, this Contract may be renewed for four (4) additional one-year terms.

Place of Performance
The Town of Leesburg Water Pollution Control Facility operates 24 hours per day, every day of the year. For purposes of this contract, the Contractor shall have access to the plant when and as necessary.
The Town of Leesburg Water Treatment Plant operates 18 hours per day, every day of the year. For purposes of this contract, the Contractor shall have access to the WTP during those working hours.
