RFP No. 100319-FY25-21 Pavement Management Consulting Services

Background
The Town of Leesburg, located 35 miles west of Washington, D.C., is seeking proposals from qualified firms to provide right-of-way and parking lot asset engineering and consulting services.
The Town encompasses an area of 12 square miles with an estimated population of 48,908.
The goal of this contract is to utilize PAVER Pavement Management Software or other Town-approved modeling software, along with GIS and recently collected condition data, to develop a comprehensive 5 and 10-year paving and maintenance program based on a 'Neighborhood Proximity' approach.

Work Details
The selected contractor will provide expertise, labor, equipment, and resources necessary for the following services:

1. Year 1 'Neighborhood Proximity' Approach Road Maintenance & Paving Program Update & Forecast:
- Prepare a Road Maintenance and Paving Program update resulting in a 5 and 10-year forecast of maintenance and repaving projects.
- Model various funding scenarios to establish impacts on asset conditions over time.
- Separate modeling for Town parking lots from right-of-way (ROW) assets.
- Incorporate routine maintenance tasks, milling and overlay/full reconstruction projects, and improvements to sidewalks/ADA compliance into proposed plans.

2. Subsequent Year Program Updates: Provide annual updates incorporating completed work from the previous year by August 31st each contract year.

3. Deliverables include a Pavement Maintenance Program Report, PowerPoint slides summarizing findings, GIS maps of proposed work activities by fiscal year, updates to the Town’s GIS feature classes and PAVER database, forecasts reflected in asset management software, and a general list of ROW asset types with lifecycle durations.

Period of Performance
The contract will commence upon award and continue for one year with the option for six additional one-year renewals upon mutual agreement.

Place of Performance
The services will be performed within the Town of Leesburg, Virginia.
