Background
The Hampton Roads Sanitation District (HRSD) is a political subdivision of the Commonwealth of Virginia, dedicated to treating wastewater and recovering natural resources to protect public health and the environment. With over 80 years of service, HRSD operates across more than 5,000 square miles, serving over 1.9 million people.

This Request for Proposal (RFP #407632) aims to establish agreements for full-scale alkaline chemical feed systems and a data licensing agreement for carbon credits at five major treatment plants: Virginia Initiative Plant (VIP), Army Base Treatment Plant (ABTP), York River Treatment Plant (YRTP), Nansemond Treatment Plant (NTP), and James River Treatment Plant (JRTP). Alkalinity and pH management are crucial for optimizing biological wastewater treatment, which can also generate carbon credits through CO2 removal.

Work Details
The contractor will provide professional services for the design, installation, chemical supply, and operational support of alkaline chemical feed systems at the specified HRSD plants. The scope includes:

1. System Lease Purchase Agreement: Design, build, install systems including equipment such as silos for dry chemical storage, chemical feeders, slurry tanks, and monitoring equipment.
2. Chemical Supply: Provide chemicals necessary for alkalinity dosing.
3. Data Licensing Agreement: Facilitate the sale of carbon credits based on plant data collected over a five-year period.
4. Ensure compliance with all relevant state and federal regulations during operations.

Period of Performance
The initial term of the contract will be five years starting from August 1, 2025, with an option to renew for an additional five years.

Bidder Requirements
Bidders must have been in business for at least one year and possess recent experience in similar services. They must also provide proof of authority to transact business in Virginia and comply with all applicable licensing requirements.
