RFP 3175 Cybersecurity Identity Protection and SIEM

Background
The Roanoke City Public Schools (RCPS), also referred to as the School Board of the City of Roanoke, Virginia, is seeking proposals for cybersecurity identity protection and Security Information and Event Management (SIEM) services.

The goal is to enhance cybersecurity measures for their broadband Wide Area Network service and Internet access service. This procurement is part of an initiative to secure funding through the Cybersecurity Pilot Program offered by the Federal Communications Commission (FCC).

Work Details
The contract will require the vendor to provide an integrated Identity Protection platform that complements existing Endpoint Detection and Response (EDR) licensing from CrowdStrike.

The vendor must supply a Next Gen SIEM system capable of monitoring, correlating, and reporting unusual logging activities. Key requirements include:
- Automatic threat response based on customized policies and data analytics.
- Continuous monitoring with automatic detection and response capabilities for potential vulnerabilities.
- Log retention for a minimum of 365 days, covering various logs such as firewall, access point, and server events.
- Provision of at least three options for data ingest sizes starting at a minimum of 50 GB with compression.
- An automated alert feature to notify staff of vulnerabilities via email or text.
- Equipment delivery according to specifications outlined in Appendix A, which includes preferred manufacturer specifications and options for functional equivalent alternatives.

Period of Performance
The contract performance period will commence upon receipt of the Funding Commitment Decision Letter from the FCC and will last no longer than three years from that date.

There is an option for a one-year extension if additional time is needed.

Place of Performance
The services will be performed within the geographic boundaries of Roanoke City Public Schools in Virginia.
