Background
The School Board of the City of Hampton, referred to as HCS, is seeking proposals from qualified, experienced, and licensed contractors to provide boat maintenance, repair, and storage services for the HCS Floating Classroom.

The Floating Classroom is a 2008 Gibson Model 5900 located in Hampton, Virginia, which has a strong military and technology presence and a diverse population. The city is recognized for its educational institutions and advanced research centers.

Work Details
The contractor will provide the following services:
1. **Marine Survey**: Conduct a comprehensive survey including visual inspection of the hull, deck, engines, electrical systems, condition assessment, structural integrity evaluation, safety equipment check, and a detailed survey report.
2. **Repair Work**: Perform hull repairs (cracks or damages), mechanical repairs (engine and steering), electrical repairs (batteries and wiring), cosmetic repairs (painting and gel coat), and other necessary repairs as identified by HCS.
3. **Hauling Services**: Safely remove the Floating Classroom from water for maintenance or storage during inclement weather using appropriate equipment.
4. **Inclement Weather Storage**: Provide safe indoor or outdoor storage with protections against adverse weather conditions and regular inspections.
5. **Maintenance and Inspection Storage**: Store the boat securely during maintenance with access for inspections as needed.
6. **Additional Maintenance Needs**: Conduct hull maintenance (cleaning, corrosion addressing), engine maintenance (oil changes, fuel system inspections), electrical system maintenance (battery replacements), and preventive maintenance to extend the life of the Floating Classroom.

Period of Performance
The contract will be performed on an as-needed basis with potential renewal periods subject to price adjustments limited to CPI-U or 3%. The contractor must notify HCS 30 days prior to any price increase.

Place of Performance
Services will be performed in Hampton, Virginia where the Floating Classroom is located.

Bidder Requirements
Offerors must be qualified, experienced, and licensed to perform marine maintenance services. They should also comply with all local laws regarding business operations in Virginia.
