Background
The Capital Region Airport Commission (the 'Commission') is responsible for the ownership and operation of the Richmond International Airport ('Airport'), which serves as a key gateway for Virginia's Capital Region, welcoming over 4.5 million travelers annually.

The Commission was established in 1975 and oversees significant infrastructure investments to support aeronautical-industrial development. This Request for Proposals (RFP) seeks qualified firms to provide On-Call Airport Security Consulting services to enhance the security systems at the Airport.

Work Details
The selected Offeror(s) will provide a range of On-Call Airport Security Consulting services, including:
1. Assistance with security and special systems engineering, design, and consulting services.
2. Compliance with Federal Aviation Administration (FAA) and Transportation Security Administration (TSA) standards in all work performed.
3. Development of plans and specifications that adhere to the Commission’s CAD standards, ensuring all documentation is available in .CAD or .PDF formats as required by the Project Manager.
4. Specific tasks include:
- Managing security access and surveillance systems, including Access Control Systems (ACS), Identity Management Systems (IDMS), Closed-Circuit Television (CCTV), intrusion detection systems, and fire alarm systems.
- Providing network engineering for terminal announcement control systems and display systems.
- Offering advisory services for updates to the Airport Security Plan.
- Responding to assignment requests within seven days with detailed estimates and work plans.
- Conducting inspections during construction projects to ensure compliance with contract specifications.

Period of Performance
The contract is expected to commence in TBD 2025 and continue through TBD 2025, with options for up to three one-year renewals at the Commission's discretion.

Place of Performance
Services will be performed at Richmond International Airport located in Richmond, Virginia.
