RFP-25-009 Job Order Contracts for Wastewater Construction Services

Background
AlexRenew, the City of Alexandria, Virginia Sanitation Authority, is seeking proposals from qualified contracting firms to provide construction services via Job Order Contracts (JOC) for wastewater facilities. Established in 1952, AlexRenew's mission is to clean wastewater to protect public health and Alexandria’s waterways. The JOC will facilitate on-call construction and rehabilitation services for various wastewater facilities and structures within AlexRenew's systems, including a nearly 20-mile interceptor system, five pump stations, a tunnel currently under construction, and all associated buildings and equipment at its wastewater treatment facility.

Work Details
The scope of work includes:
1. Wastewater emergency response;
2. Construction/rehabilitation of wastewater pump stations or elements within them;
3. Construction/rehabilitation of wastewater interceptors or tunnels;
4. Construction/rehabilitation of wastewater treatment processes and structures;
5. Construction/rehabilitation of odor control systems;
6. Construction/rehabilitation of diversion and flow metering vaults;
7. Construction/rehabilitation of bypass pump vaults;
8. Establishing bypass pumping systems during construction;
9. Miscellaneous mechanical, electrical, and plumbing (MEP) work including instrumentation and SCADA programming;
10. HVAC work;
11. Site improvements such as grounds and building construction.

Period of Performance
The initial term of the Job Order Contract is one year with three optional one-year extensions, allowing for a total maximum duration of four years.

Place of Performance
The contract will be performed at various locations within the City of Alexandria, Virginia, specifically at AlexRenew’s Environmental Center and associated facilities.

Bidder Requirements
Respondents must comply with the Virginia Public Procurement Act (VPPA) requirements and demonstrate the ability to self-perform at least twenty-five percent (25%) of the value of the work. They must also provide a Surety Statement indicating capability to obtain a $1,000,000 performance bond.
