RFP 25-002 Construction Management Services

Background
The City of Alexandria, Virginia Sanitation Authority, known as AlexRenew, is seeking proposals for construction management services to support its capital improvement program (CIP) projects. Established in 1952, AlexRenew's mission is to clean wastewater to protect public health and local waterways. The organization operates independently and serves over 300,000 residents in Alexandria and parts of Fairfax County. The contract aims to enhance the reliability and performance of wastewater treatment processes through various major capital projects.

Work Details
The selected contractor will provide comprehensive construction management (CM) services, including:

1. Management of resident engineers for the Solids Upgrade Program and Preliminary and Primary Systems Upgrade (PPSU) projects.
2. Resident engineering and inspection (RE&I) services for the Tertiary Systems Upgrade Project and Centrate Pretreatment Project.
3. Job Order Contract (JOC) support and oversight.
4. Implementation of a Construction Management Information System (CMIS).
5. Coordination of project schedules, change management, risk monitoring, permit compliance, inspection services, and monthly reporting on cost and schedule to AlexRenew.

Period of Performance
The anticipated period of performance for this contract is from the Notice to Proceed in November 2024 through the completion of various projects scheduled between December 2025 and Spring 2029.

Place of Performance
The work will be performed at AlexRenew’s Water Resource Recovery Facility (WRRF) located in Alexandria, Virginia.
