RFP 24-2763-10JEC Annual Engineering Services for the Henrico County Water Treatment Facility

Background
The County of Henrico's Department of Finance is issuing RFP No. 24-2763-10JEC to obtain professional engineering and environmental services for the Henrico County Water Treatment Facility (WTF).

The WTF, an 80 MGD facility located at 10111 Three Chopt Road, Richmond, VA, serves over 90,000 customers through the County's Department of Public Utilities (DPU). The goal of this contract is to maintain, enhance, optimize, modify, and operate the WTF effectively. The selected firm will assist with various projects identified in the Capital Improvements Program as well as those arising from operational and emergency conditions.

Work Details
The successful offeror will provide professional engineering services on an 'if and when' required basis, including but not limited to: civil engineering services; field surveys; topographic and utility mapping; application for necessary permits; environmental engineering; preliminary data reviews; design memorandums; preparation of preliminary engineering reports and construction plans; final construction plans and contract documents; assistance in obtaining approvals and permits; environmental site assessments; cost estimates based on final plans; digital format plans (AutoCad, .tif, .pdf); consultation during construction; review of shop drawings; preparation of 'As-Built' drawings and Operations and Maintenance Manuals; technical support for SCADA systems.

Work assignments will be determined based on hourly rates agreed upon in the contract. Sample assignments include roof replacement projects at WTF facilities and assessing structural conditions of chemical storage tanks.

Period of Performance
The contract period is one year with options to renew for three additional one-year periods at a price not exceeding 3% above the previous year's prices.

Services are anticipated to begin in February 2025.

The services will be performed at the Henrico County Water Treatment Facility located at 10111 Three Chopt Road, Richmond, VA.
