RFP 24-2684-4JOK - Electric Vehicle Charging Network Operator

Background
The intent and purpose of this Request for Proposal and the resulting contract is to obtain services from a qualified firm to provide electric vehicle charging network operator services in accordance with the Scope of Services section of the solicitation. The Department of Finance, Commonwealth of Virginia, County of Henrico is seeking these services.

Work Details
The work involves planning and implementing the first stages of the Henrico County Community Charging Network. The project aims to deploy approximately 38 electric vehicle (EV) charging ports at seven community facilities across Henrico County.
The project locations include libraries, government centers, recreation centers, and parks. The project also includes a data-driven process to understand and respond to community needs and address gaps in EV charging infrastructure.
The sites have been strategically selected based on factors such as social vulnerability, median income, renter-occupied and multifamily units, proximity to existing public EV chargers, and Justice40 Census tracts. The project also involves mitigating safety risks introduced by the project and ensuring compliance with the Americans with Disabilities Act of 1990.

Period of Performance
The project is estimated to be completed in late 2023. The contract will cover the period required for planning, implementation, and deployment of the EV charging infrastructure at the designated sites.

Place of Performance
The geographic locations where the contract will be performed include various sites across Henrico County, Virginia such as Tuckahoe Area Library, Fairfield Area Library, Western Government Center, Eastern Henrico Recreation Center, Eastern Government Center, Sports & Events Center, and Short Pump Park.
