Background
The Capital Region Airport Commission (the 'Commission') is responsible for the ownership and operation of the Richmond International Airport, which serves as a gateway for Virginia’s Capital Region, welcoming over 4.5 million travelers annually.

The Commission was established in 1975 and is an independent public body with board members appointed by local jurisdictions. The purpose of this solicitation is to engage qualified firms to provide procurement consulting services to assist in implementing a centralized procurement framework and developing best practices for future operations.

Work Details
The selected contractor will provide procurement consulting services focusing on two main areas:

1) Implementation of a centralized procurement framework, which includes hiring a Procurement Manager, creating workflows, establishing procurement protocols, and ensuring compliance with the Virginia Public Procurement Act (VPPA). Specific tasks include recruitment assistance, training for the Procurement Manager, policy review and implementation, vendor management integration, system configuration support, and risk management.

2) Advisory services for a potential centralized receiving and distribution facility that will handle all incoming goods for airport operations. This includes feasibility studies, design recommendations, operational guidance, and compliance checks.

Period of Performance
The contract will commence on December 16, 2024, and continue through December 15, 2025. There is an option for up to three additional one-year renewal periods at the discretion of the Commission.

Place of Performance
The services will be performed at the Richmond International Airport located in Richmond, Virginia.
