RFP 24-24814 Independent Benefits Consultant

Background
Botetourt County is seeking proposals from qualified independent firms to provide health insurance and wellness benefit consulting services.
The goal of this contract is to enhance the County's employee benefits programs, which currently include various insurance plans and wellness initiatives.

Work Details
The consulting services required include:
1. Annual assessment of insurance renewal proposals, securing proposals, evaluating benefits and costs, and negotiating competitive costs for group medical, prescription drug, dental, wellness plans, vision, short-term disability, and long-term disability.
2. Conducting annual performance assessments of existing programs and identifying opportunities for improvement.
3. Monitoring developments in group health insurance and wellness market regulations.
4. Providing consultation on all aspects of the County’s employee benefit plans including COBRA, HIPAA, ACA compliance.
5. Assisting with benefit-related communications during open-enrollment periods.
6. Participating in educational meetings as needed.
7. Assisting with performance standards development with benefit plan providers.
8. Supporting government filings as necessary.
9. Problem resolution with benefit plan providers as needed.
10. HRIS electronic file feed to carriers.
11. Securing proposals for voluntary products as desired by the County (e.g., life insurance).
12. Conducting a comprehensive strategic review of the County’s employee benefits programs.

Period of Performance
The contract will be for an initial term of one (1) year with three (3) optional one-year renewals.

Place of Performance
Services will be performed for Botetourt County.
