RFP 2025-AD-0001 GP Software and Other Related Software Consulting Services

Background
The Richmond Behavioral Health Authority (RBHA) is a political subdivision of the Commonwealth of Virginia, responsible for providing mental health, developmental, and substance abuse services to the citizens of Richmond. Established in 1996, RBHA aims to deliver integrated services through a central intake unit and has approximately 900 employees.

The purpose of this Request for Proposals (RFP) is to solicit proposals from qualified firms to establish a term contract for consulting and software support for Microsoft Dynamics Great Plains (GP) and related independent software vendor (ISV) programs.

Work Details
The contractor will provide comprehensive consulting and technical support services for Microsoft Dynamics GP, including:

1. Technical Support and Training:
- Perform requirements analysis of RBHA’s operating environment.
- Identify and resolve issues with Microsoft Dynamics GP and associated systems.
- Provide training for approximately 26 licensed users on GP products and ISV functionalities.
- Offer on-call support for system errors, troubleshooting, report configuration, and customization.
- Conduct annual security reviews of the GP system.

2. System Integration and Implementation:
- Manage upgrades, new releases, tax updates, and service packs for GP.
- Ensure integration of data from associated software systems into GP.
- Assist with user training on the GP Business Portal Module for HR, Payroll, and Benefits Self-Service.

3. Performance Support:
- Provide technical assistance within two hours during business hours; guarantee one-hour response time for urgent issues; offer at least 376 hours of routine on-site support annually.

Period of Performance
The initial period of the contract will be from the date of award through two years, with four one-year renewal options available.

Place of Performance
The work will be performed at the Richmond Behavioral Health Authority located at 420 E Cary Street, Richmond, VA.
