RFP 2025-09-VPA VIP HyRail Car Mover

Background
The Virginia Port Authority (VPA) is seeking proposals for the purchase of a Hyrail Car Mover for the Virginia Inland Port (VIP) location. This initiative is part of VPA's efforts to accommodate significant growth in its operations, as the Port of Virginia has become the third largest general cargo port on the US East Coast. The goal of this contract is to establish a competitive procurement process for acquiring this specialized equipment.

Work Details
The contract involves the purchase of a Hyrail Car Mover, which must meet specific specifications outlined in Exhibit C of the RFP. The selected contractor will be responsible for delivering the equipment within 120 calendar days after contract execution. The proposal must include all applicable freight and installation charges; any extra charges will not be allowed unless specified in the contract. Additionally, the contractor must provide training in operation and maintenance of the equipment, as well as warranty and support services.

Period of Performance
The initial term of the contract shall be for one year, with automatic renewal options for up to two additional one-year periods, contingent upon satisfactory performance and mutual agreement.

Place of Performance
The contract will be performed at the Virginia Inland Port (VIP) located in Front Royal, VA.
