RFP 2024-02 Software Value-Added Resellers and Distributors

Background
The Virginia Information Technologies Agency (VITA) is seeking proposals from qualified Software Value-Added Resellers (VARs) and/or Value-Added Distributors (VADs) to provide software licenses and applicable services to Authorized Users.

This RFP aims to establish contracts that will meet the Commonwealth's immediate and future software licensing needs, leveraging economies of scale and ensuring compliance with VITA governance and security protocols. VITA operates as the centralized IT organization for the Commonwealth of Virginia, responsible for IT infrastructure, governance of IT security, and procurement of technology for state agencies.

Work Details
The contract will encompass the following products and services:

1) Licenses for application software products including Commercial Off-The-Shelf (COTS), Modified-off-the-Shelf (MOTS), Development Platforms (Low-Code, No-Code), Software-as-a-Service (SaaS), and cloud-based or on-premise delivery.

2) Value-add services such as customer licensing advisory, license management, utilization management, technical account management, quality account management, service level accountability, and promotion of VITA contracts.

3) Professional services related to software implementation/deployment sold by the Supplier, which must be initiated within one year of purchase. Services include installation, implementation, integration, configuration, and training but are limited to those directly associated with software purchases under this contract. Notably excluded are custom-built solutions, telecommunications software or services, hardware, major enterprise-wide solutions intended for multi-agency use, and stand-alone professional services not tied to a software purchase.

Period of Performance
The contract is set to commence on January 1, 2025. The initial term is one year with the possibility of four additional one-year renewals at VITA's discretion.

Place of Performance
The geographic location for performance is primarily within the Commonwealth of Virginia; however, provisions allow participation from other public bodies outside the Commonwealth through a participating addendum.
