RFP 1205-25 Aquatic Center HVAC System Replacement

Background
The Town of Blacksburg, Virginia, is seeking proposals for the replacement of the HVAC system at the Aquatic Center. This project aims to enhance the facility's climate control capabilities, ensuring optimal conditions for pool and spa operations. The existing system, installed in 2004, has shown deficiencies in heating and dehumidification capacities, necessitating a modern replacement that meets current code requirements and operational standards.

Work Details
The project involves replacing the existing 22,000 CFM pool dehumidification unit (PDU) with a new system that provides equivalent or improved heating and cooling capacities. The new PDU must maintain desired conditions: pool water temperature of 84-85°F, air temperature of 86°F at 53% relative humidity, and spa water temperature of 104°F.

The replacement system should include:
- Equivalent methods for heat rejection and auxiliary heating.
- A minimum heating capacity of 700 MBH and cooling capacity of 270 MBH with a moisture removal rate of 190 Tbs/hr.
- Compliance with current code requirements for outdoor air quantities.
- An event timer to modulate outdoor air supply during events.
- Independent exhaust fans to reduce chloramines across the pool surface (minimum three fans).
- VOC sensors as part of the design.
- Safety rails and maintenance catwalks around new equipment as required by building codes.

The contractor is responsible for all costs related to design, structural analysis, equipment purchase, installation, permitting, electrical modifications, and any necessary alterations to the outdoor mezzanine. All work must be coordinated with ongoing operations at the Aquatic Center.

Period of Performance
The contract period will commence upon award and is expected to be completed within a timeline that accommodates the Aquatic Center's operational schedule. Specific completion dates will be established during contract negotiations.

The work will be performed at the Town of Blacksburg Aquatic Center located at 300 South Main Street, Blacksburg, Virginia.

Bidder Requirements
