Retail Rewards Incentive Program and Small Business Directory

Background
BizLaunch, a division of the Economic Development Department of Arlington County, Virginia, supports Arlington’s small business ecosystem by providing technical assistance and resources to entrepreneurs. The goal of this contract is to promote Arlington’s small businesses and strengthen the local economy through a Retail Rewards Incentive Program and an online Business Directory.

Work Details
The Offeror must provide an application-based fiscal incentive platform that allows patrons to earn credits for shopping at local businesses and redeem those credits at participating retailers. Key tasks include:
- Launching the program within 30 days of the kickoff meeting.
- Managing a reward/point system for customers.
- Establishing and administering the program, including onboarding businesses and developing branding materials.
- Ensuring no additional hardware is required for businesses to participate.
- Providing a monthly reporting system for tracking program progress.
- Designing a customizable Business Directory listing over 15,000 small businesses searchable by various criteria including industry and ownership status.

Period of Performance
The initial contract term will last no later than June 30, 2025, with the possibility of four additional 12-month extensions based on satisfactory performance.

Place of Performance
The services will be performed in Arlington, Virginia.
