Background
The Commonwealth of Virginia, through its Department of General Services (DGS) and Division of Real Estate Services (DRES), is seeking to lease commercial office space ranging from 20,000 to 30,000 usable square feet in Richmond, VA.
This space will be utilized by state agencies and must be located near Capitol Square.
The goal of this Request for Proposal (RFP) is to identify suitable premises that meet the operational needs of the Tenant while considering lease costs and other quality factors.

Work Details
The selected Proposer will provide a commercial office space that meets the following requirements:
1. **Location**: Within walking distance to Capitol Square in Richmond, VA.
2. **Space Requirements**: Approximately 20,000 – 30,000 usable square feet of office space.
3. **Rental Rate**: A flat, full-service rental rate is preferred for the lease term and any option terms.
4. **Lease Term**: Two alternatives requested; 36 months and 60 months.
5. **Commencement Date**: Space should be ready for possession as soon as economically feasible.
6. **Options to Extend**: Two options for three-year renewals at 95% of the prevailing market rate with refurbishment allowances included.
7. **Parking**: Adequate parking spaces must be provided close to the leased premises, with costs included in the rent.
8. **Signage Rights**: Availability for both interior and exterior signage rights.
9. **Technology Access**: Information on available internet services and access rights for installation of telecommunications systems must be provided.
10. **Janitorial Services**: Janitorial services are required five days a week.
11. **Tenant Improvements**: The landlord must construct all improvements to provide a turnkey condition based on an approved space plan.
12. **Furniture and Equipment**: Potential provision of low-voltage data cabling and furniture as per space plan requirements.

Period of Performance
The contract period will commence upon execution of the lease agreement, with specific terms including a requested lease term of either 36 or 60 months.

Place of Performance
The geographic location for performance is specified as within the City of Richmond, Virginia, particularly near Capitol Square.
