Background
The Commonwealth of Virginia, through its Department of General Services (DGS) and the Division of Real Estate Services (DRES), is seeking to lease commercial space in Loudoun County, VA for use by the Department of Corrections (DOC). The purpose of this lease is to establish a Probation and Parole (P&P) office that will supervise and assist state probationers and parolees. The location must not be adjacent to schools, daycare facilities, public parks, or other areas primarily serving children.

The DOC is required to provide a 90-day notice to local governing bodies and adjacent property owners before executing a lease for the P&P office.

Work Details
The Tenant requires approximately 7,500 usable square feet of office, flex, or retail space. The lease term requested is between 60 months to 180 months. The space must be ready for possession within specified time frames: 180 days for existing buildings and 360 days for newly constructed buildings.

Proposals should include a flat, full-service rental rate excluding tenant improvement costs. The Tenant requests two five-year options to renew the lease with specific conditions regarding rent adjustments and maintenance obligations. Parking requirements include 44 spaces with all associated costs included in the rent. Janitorial services are requested three days per week.

The Landlord must provide accurate as-built drawings in both AutoCAD and PDF formats within specified timelines. Additionally, the Landlord is responsible for constructing all improvements in a turnkey condition as per Tenant specifications.

Period of Performance
The contract will commence upon execution of the lease agreement and must meet specific readiness timelines: within 180 days for existing buildings and within 360 days for new constructions.

Place of Performance
The leased premises must be located within Loudoun County, Virginia, specifically within 15 miles of the Loudoun County General District Court.

Bidder Requirements
Proposals must comply with specific requirements outlined in the RFP including submission deadlines, qualifications for proposals to be considered 'Qualified Proposals', adherence to local zoning laws, and compliance with ADA regulations.

The landlord must also complete a Commonwealth of Virginia Substitute W-9 form during lease negotiations.
