P301-25-Ye Waterfront Development Consulting Services

Background
The City of Portsmouth, established in 1752, is located on the Elizabeth River in Virginia and has a population of approximately 97,000.

The Economic Development Authority (EDA) seeks to revitalize its Downtown and Waterfront areas through targeted redevelopment efforts. The Crawford Bay Site, an approximately six-acre area consisting of four parcels owned by the EDA and/or City of Portsmouth, is identified for development. This site is adjacent to the Olde Towne Portsmouth Historic District and is zoned for high-density mixed-use development.

The EDA aims to procure professional real estate development advisory services to assist in selecting a qualified master developer for this site.

Work Details
The selected consultant will provide comprehensive real estate development advisory services, including:
1) Developing a procurement strategy utilizing the Waterfront Market Analysis;
2) Preparing procurement documents;
3) Soliciting potential development firms;
4) Marketing the site to developers;
5) Assisting in evaluating proposals; and
6) Supporting negotiations with selected developers.

Specific tasks include conducting market research, stakeholder interviews, developing solicitation processes (RFI/RFO), creating marketing materials, and providing evaluation assistance for proposals based on qualitative and quantitative metrics.

Period of Performance
The contract will commence from the date of award and will last for one year, with the possibility of renewal for four additional one-year periods.

Place of Performance
The contract will be performed in Portsmouth, Virginia, specifically at the Crawford Bay Site located east of Crawford Parkway and west of the southern branch of the Elizabeth River.
