ORF Consolidated Rental Car Facility

Background
The Norfolk Airport Authority (NAA) is seeking Qualifications and Proposals from a qualified General Contractor or Team (Offeror) to provide Construction Manager at Risk (CMR) services for the construction of a new Consolidated Rental Car Facility (ConRAC) at Norfolk International Airport (ORF) in Norfolk, VA.

The project aims to enhance airport operations by consolidating rental car services into a single facility, improving efficiency and customer service.

Work Details
The project consists of constructing a new consolidated rental car facility (ConRAC) and all associated necessary ancillary work.

The ConRAC is generally described as a 270,000 square foot parking structure consisting of three levels and a fourth level hard cap for vehicle storage. Additionally, the project includes:
- A 24,000 square foot 3-story Customer Service building.
- A 73,000 square foot Quick Turnaround (QTA) facility adjacent to the ConRAC for cleaning and fueling vehicles used by rental car companies.
- A 290-foot long enclosed and conditioned pedestrian bridge connecting the ConRAC to the Arrivals Terminal.
- Roadway improvements as shown in Exhibit I and relocation of TNC and Taxi Facilities as shown in Exhibit J.
- Realignment of Robin Hood Road to enable proper function of relocated TNC and Taxi facilities.

All work must be coordinated to minimize impacts on airport operations.

Period of Performance
The contract will commence with preconstruction services that need to be in place no later than February 28, 2025.

Construction is expected to begin with Notice to Proceed for GMP #1 on September 1, 2025, and Beneficial Occupancy is anticipated by December 31, 2027.

Place of Performance
The contract will be performed at Norfolk International Airport (ORF), located in Norfolk, Virginia.
