Mowing, Woody Removal & Herbicide Application Services at Switzer Lake Dam RFP (2025013-PU-P)

Background
The City of Harrisonburg, Virginia, is seeking proposals for mowing, woody removal, and herbicide application services at Switzer Lake Dam. The City is an independent city located in the central Shenandoah Valley region and serves a population of approximately 56,000. The Department of Public Utilities manages water and sewer services for the city and surrounding areas. This RFP aims to establish a contract for maintenance activities at Switzer Reservoir during Spring and Fall of 2025, focusing on controlling woody regrowth on the dam.

Work Details
The contractor will provide the following services:

1. **Tree Growth Removal**: Cut and remove tree growth and woody vegetation from designated areas including groins and slopes. All trees within 25 feet of the dam embankment must be removed by non-chemical methods. Tree stumps must not exceed 3 inches in height, and all debris must be removed offsite.

2. **Plunge Pool Handwork**: Clean up debris and mow the area surrounding the plunge pool.

3. **Removal of Down Trees & Debris**: Remove logs and debris along the face of the dam at the water’s edge.

4. **Mowing**: Mow approximately 26 acres along upstream and downstream embankments, ensuring trash is removed prior to mowing.

5. **Herbicide Application**: Apply approved herbicides (with triclopyr as an active ingredient) to undesirable trees and woody vegetation between May 1 – June 15 each year. Applicators must hold a valid Virginia Commercial applicator's license.

Period of Performance
The contract will commence on May 1, 2025, with an initial term of one year, renewable for four additional one-year terms based on mutual agreement.
