Local Special Education Staffing Services

Background
The Spotsylvania County Public Schools (SBCS) is seeking proposals for Local Special Education Staffing Services to support its mission of providing quality education to approximately 24,000 students across various educational institutions. The contract aims to establish multiple agreements with qualified local vendors to fulfill the staffing needs for special education services, ensuring compliance with federal laws such as the Rehabilitation Act of 1973 and the Individuals with Disabilities Education Act (IDEA).

Work Details
The successful Offeror(s) will provide specialized staffing services including but not limited to:
- Applied Behavior Analysts (must be board certified)
- Registered Behavior Technicians

These personnel will work collaboratively with school staff and parents to address barriers affecting students' educational success. Services include:
- Early identification, prevention, intervention, counseling, and support
- Participation in IEP meetings and collaboration on student IEP development
- Documentation of student progress and communication with educational teams
- Compliance with Virginia licensing requirements for all staff provided.

The Offeror must ensure that all personnel undergo background checks and meet health standards as specified.

Period of Performance
The initial contract term is one year from the Notice to Proceed, with options for four additional one-year renewals. Price adjustments may be considered annually based on documented changes in labor costs.

Place of Performance
Services will be performed within the Spotsylvania County Public Schools district, specifically at various school locations as required.

Bidder Requirements
Offerors must have a home-based office within 75 miles of 8020 River Stone Drive, Fredericksburg, VA. They must provide proof of current Virginia licenses for all service providers and comply with insurance requirements including liability coverage. Additionally, Offerors are required to submit a completed W-9 form and adhere to anti-discrimination laws as outlined in the solicitation.
