IFB #25-ODU-13-CCC - Janitorial Services Village Apartments

Background
Old Dominion University (ODU) is seeking qualified service providers to furnish all labor, materials, equipment, supplies, and services for Janitorial Services at the Village Apartments. This contract aims to support the Facilities Management department of ODU, an agency of the Commonwealth of Virginia.

The University conducts an annual deep cleaning of residence halls between Spring Commencement in May and the start of the Fall semester in August. Due to time constraints and the number of buildings requiring cleaning, ODU has previously contracted out these services for four of the ten Village Apartment buildings and is now looking to expand this to all ten buildings. Renovations are anticipated in two buildings each year over the next five years.

Work Details
The contractor will provide janitorial services including:
1. Deep cleaning of approximately 278 apartment units, which includes:
- Cleaning inside glass of all windows, doors, furniture (beds, desks, chairs), AC closets, vents, grills, walls, lights (exterior only), window blinds, ceiling fans, and woodwork.
- Cleaning kitchen appliances (refrigerator, microwave, stove) inside and out; removing stove drip pans and replacing them; cleaning cabinets and countertops; sweeping and mopping linoleum flooring; running dishwasher through wash cycle.
- Cleaning bathrooms including vanities, toilets, tubs/showers, mirrors; sweeping/mopping floors; replacing shower curtains as furnished by the University.
2. Upholstery cleaning by wiping down all furniture including couches and chairs.
3. The contractor must ensure that all personnel are properly trained and qualified for janitorial work while maintaining a high standard of cleanliness as defined by ODU's specifications.

Period of Performance
The contract will be for a twelve-month period from the date of award with four optional twelve-month renewal periods. The work is scheduled to take place annually between August 1st and August 15th.

Place of Performance
The services will be performed at the Village Apartments located at Old Dominion University in Norfolk, Virginia.
