Background
The Virginia Department of Transportation (VDOT) is soliciting bids for the fabrication and installation of four rescue tender chocks on the motor vessels of the Jamestown-Scotland Ferry, specifically the Surry, Williamsburg, Pocahontas, and Powhatan. This project aims to enhance safety and operational efficiency for ferry operations.

Work Details
The contractor will provide all necessary services, skilled labor, facilities, tools, materials, rigging, staging, and machines to fabricate and install four rescue tender chocks on the specified vessels. Key tasks include:

1) Removing existing rescue tender cradles from each vessel;
2) Welding eight 316 stainless steel threaded studs to each vessel's deck;
3) Fabricating chocks according to provided schematics;
4) Ensuring proper installation to allow for safe deployment of rescue boats;
5) Welding three stainless steel pad eyes on each vessel for securing the rescue tender;
6) Preparing and coating disturbed structures post-installation according to Society of Protective Coatings (SSPC) standards;
7) Using environmentally safe cleaning methods prior to coating;
8) Installing isolation materials to prevent galvanic corrosion; and
9) Engaging a qualified marine chemist for hot work permits.

Period of Performance
The contract will commence upon award and is set for a duration of one year without renewal options.

Place of Performance
All work will be performed at the Jamestown-Scotland Ferry dock in Surry, Virginia.

Bidder Requirements
Bidders must be certified small businesses by the Virginia Department of Small Business and Supplier Diversity (DSBSD). Additionally, bidders must comply with insurance requirements including workers' compensation, employer's liability, commercial general liability, and automobile liability. All contractors must also maintain a drug-free workplace.
