IFB 025-009 New Locomotive Air Compressors

Background
The Virginia Railway Express (VRE) is a commuter rail service linking the District of Columbia and Northern Virginia. The agency aims to provide commuter-oriented passenger rail service between the outlying suburbs and the Washington-Arlington-Alexandria urban core.

The purpose of this Invitation for Bids (IFB) is to establish a contract with one qualified contractor to provide new air compressors for VRE’s fleet of MP36PH-3C locomotives, as part of their expansion efforts outlined in System Plan 2040.

Work Details
The contractor will be responsible for supplying one new air compressor specifically designed for VRE’s fleet of MP36PH-3C locomotives. The scope includes ensuring that the compressors meet all technical specifications and performance standards required by VRE.

Additionally, the contractor must handle the delivery and installation of these compressors, as well as any necessary training for VRE staff on their operation and maintenance.

Period of Performance
The contract period will commence upon execution of the contract and is expected to last until all deliverables are completed and accepted by VRE, with specific timelines detailed in the procurement schedule.

Place of Performance
The work will be performed at locations designated by Virginia Railway Express, primarily at their facilities in Alexandria, VA.

Bidder Requirements
Bidders must comply with Virginia procurement laws and demonstrate that they are not currently debarred from submitting bids on contracts by any agency of the Commonwealth of Virginia or the U.S. Federal Government.

Bidders are also required to have a valid M-1003 Quality Assurance Certification issued by the Association of American Railroads (AAR). Additionally, bidders must provide evidence that they are authorized to transact business in Virginia if applicable.
