HCPD Promotional Process Consulting Services

Background
The Henrico County Police Department (HCPD) provides law enforcement services to a diverse population in the metropolitan Richmond, Virginia area. The County encompasses a 244 square mile geographic area and has over 344,000 residents. HCPD is seeking a qualified firm to provide consulting services for promotional testing and selection processes to ensure a transparent, fair, valid, and legally defensible promotional process for the ranks of Sergeant and Lieutenant.

Work Details
The Successful Offeror shall provide consulting services that include:
- Designing, validating, and supplying a promotional process;
- Ensuring compliance with Uniform Guidelines on Employee Selection Procedures;
- Providing an outline of steps and timelines;
- Responding to inquiries in a timely manner;
- Continuous communication throughout the contract;
- Providing testimony for legal proceedings if challenged.

Specific tasks include conducting a job review, performing an industry best practice analysis, designing a job knowledge process for the ranks of Sergeant and Lieutenant, developing assessment centers with exercises simulating critical aspects of the target ranks, and compiling comprehensive reports at each phase of the project. The promotional assessment will be divided into four phases:
1. Introduction and Familiarization
2. Promotional Assessment Design and Applicant Orientation
3. Written Test and Assessment Exercises
4. Scoring and Applicant Feedback.

Period of Performance
The contract will commence upon signing on April 15, 2025, with various phases scheduled to be completed by December 31, 2025. The promotional process timeline includes opening no later than May 2025 with assessments occurring in October 2025.

Place of Performance
The services will be performed in Henrico County, Virginia.
