Background
Virginia State University is seeking a qualified Facilitator Consultant to support the HBCU-RaCE (Historically Black Colleges and Universities Research and Creativity in Education) grant project. The goal of this contract is to guide the development of a strategic plan for the HBCU-RaCE project, which aims to enhance academic research and educational infrastructure at historically black colleges and universities.

Work Details
The selected facilitator will be responsible for:
1. Guiding the strategic planning process, helping the project team synthesize ideas, and managing the development of the project's long-term direction.
2. Attending two 2-day strategic planning retreats in Nashville, TN, scheduled for early 2025 and early 2026.
3. Managing and guiding the team throughout the Strategic Planning Meeting to ensure focus on developing a coherent plan.
4. Taking detailed notes during meetings and providing feedback to the Project Director.
5. Offering consultation during the preparation phase for meetings.
6. Developing a strategic plan based on a logic model that includes:
- Vision Statement: A declaration outlining the long-term aspiration of the project.
- Mission Statement: A declaration defining the core purpose of the project.
- Preface: Overview emphasizing core purpose and anticipated benefits.
- Project Implementation: Outline of execution including specific goals and objectives.
- Risk Management Plan: Assessment of potential challenges with strategies for mitigation.
- SWOT Analysis: Evaluation of internal and external factors affecting the project.

Period of Performance
The contract will be performed over a period that includes two strategic planning retreats in early 2025 and early 2026.

Place of Performance
The primary location for performance will be Nashville, TN, where strategic planning retreats are scheduled.
